President’s Firing of Five of Seven Members of Puerto Rico’s Financial Control Board Will Likely Benefit Corporate Bond Holders, Not Puerto Ricans
New York, NY – On Tuesday, President Trump removed five of the seven members of Puerto Rico’s Financial Oversight and Management Board (FOMB), the body created by the 2016 PROMESA Act to oversee the archipelago’s public debt restructure, a limited bankruptcy process and manage spending on infrastructure and other public expenses, effectively controlling Puerto Rico’s economy.
Trump removed the President of the FOMB, Arthur J. González, as well as Cameron McKenzie, Betty Rosa, Juan Sabater and Luis Ubiñas. González was appointed at the Board’s outset in 2016 by President Obama. President Biden appointed Rosa in 2020 and McKenzie, Sabater and Ubiñas in 2024.
The following statement can be attributed to Lourdes Rosado, President and General Counsel of LatinoJustice PRLDEF: “The president’s firing of the Democrat-appointed members of the Financial Oversight and Management Board is a blatant power-play to assume full control over the Board so it can favor vulture fund corporate bondholders who bought the archipelago’s debt cheap and now seek to be paid back at full price off the backs of Puerto Ricans. It deepens the ongoing pillage of the Island that is a hallmark of colonization.
“Puerto Ricans have already suffered too much under the austerity measures implemented by the FOMB’s policies, with skyrocketing energy bills and frequent and lengthy life-threatening service cuts to their electrical power, as well as other cuts to education and health care that make life in Puerto Rico a difficult daily struggle.
“Both the PROMESA Act and the FOMB have from the outset been problematic and ineffective instruments to deal with Puerto Rico’s devastating economic issues and have to date done little to improve the lives of millions of US citizens suffering from the effects of austerity and inadequate, underfunded utilities. Until the unelected FOMB is dismantled and control of the economy is handed over to the Puerto Rican people, we will not see them get what they need to thrive.”

La destitución por parte del presidente de cinco de los siete miembros de la Junta de Control Fiscal de Puerto Rico probablemente beneficiará a los tenedores de bonos corporativos, no al pueblo puertorriqueño
Nueva York, NY – El martes, el presidente Trump destituyó a cinco de los siete miembros de la Junta de Supervisión y Administración Financiera de Puerto Rico (JSAF), el ente creado por la Ley PROMESA de 2016 para supervisar la reestructuración de la deuda pública del archipiélago, un proceso de quiebra limitado, y administrar los gastos en infraestructura y otros servicios públicos, ejerciendo así un control efectivo sobre la economía de Puerto Rico.
Trump removió al presidente de la JSAF, Arthur J. González, así como a Cameron McKenzie, Betty Rosa, Juan Sabater y Luis Ubiñas. González fue designado en 2016 por el presidente Obama al inicio de la Junta. La presidenta Rosa fue nombrada por el presidente Biden en 2020, y McKenzie, Sabater y Ubiñas en 2024.
La siguiente declaración puede atribuirse a Lourdes Rosado, presidenta y consejera general de LatinoJustice PRLDEF:
“La destitución por parte del presidente de los miembros de la Junta de Supervisión designados por demócratas es una maniobra descarada para asumir el control total de la Junta y favorecer a los fondos buitres y a los tenedores de bonos corporativos que compraron la deuda del archipiélago a bajo precio y ahora buscan ser pagados a precio completo a costa del pueblo puertorriqueño. Esta acción profundiza el saqueo continuo de la Isla, que es una de las características del colonialismo.
“El pueblo puertorriqueño ya ha sufrido demasiado bajo las medidas de austeridad impuestas por las políticas de la JSAF, con tarifas eléctricas por las nubes y cortes prolongados y frecuentes del servicio eléctrico que ponen en riesgo vidas, así como recortes en educación y servicios de salud que convierten la vida diaria en Puerto Rico en una lucha constante.
“Tanto la Ley PROMESA como la JSAF han sido desde el principio instrumentos problemáticos e ineficaces para abordar la devastadora crisis económica de Puerto Rico, y hasta la fecha han hecho poco por mejorar la vida de millones de ciudadanos estadounidenses que sufren los efectos de la austeridad y de servicios públicos inadecuados y mal financiados. Hasta que no se desmantele esta Junta no electa y se devuelva el control de la economía al pueblo puertorriqueño, no veremos el desarrollo que la Isla necesita y merece.”
