An ardent advocate for lawyering at the intersection of structural racialization and poverty, Fran is the Director of Racial Justice Strategy. She has decades of experience advancing racial equity and litigating employment, housing, education, and other civil rights cases. Fran has successfully pursued impact cases in federal and state courts, including Caban Gonzalez, et al. v. Moore, et al., requiring Georgia’s Department of Driver Services to afford reciprocity to holders of driver’s licenses from Puerto Rico and the Virgin Islands.
Fran led LatinoJustice’s Supreme Court amicus brief in the Harvard/UNC affirmative action cases, arguing that the original meaning of the Equal Protection Clause belies a colorblind paradigm. And in the wake of the Supreme Court’s decision, Fran has authored or contributed to briefs defending measures to expand opportunity for Latinx, Black, and other students of color. She, in partnership with other civil rights organizations, filed an amicus brief in American Alliance for Equal Rights v. Zamanillo, defending the Latino Museum’s college internship program.
Prior to LatinoJustice, Fran worked for more than two decades in several legal services programs. Fran relishes her immigrant roots. She holds an LL.M. from Boston College Law School, and a J.D. from Suffolk University Law School.
